The project launch meeting was held remotely on 14 January 2025.
The project is co-financed by the European Commission, Directorate-General for Justice and Consumers. It is coordinated by the Venice Court of Appeal, with the following partners:
- Agenfor International (Italy)
- Institut Européen de l’expertise et de l’expert (France),
- EUROPEAN PUBLIC LAW ORGANIZATION – EPLO (Greece)
- EXPLEO (Italy)

Background
The European Union (EU) has made considerable progress in promoting judicial cooperation between its Member States. At the heart of this effort is the European Arrest Warrant (EAW), which facilitates the swift and efficient extradition of criminal suspects from EU countries.
Despite these advances, challenges remain in navigating the complexities of cross-border extradition procedures. National laws are fragmented and judicial systems structure jurisdiction in different ways. Judges and prosecutors therefore face obstacles in understanding, interpreting and applying the complex texts governing EAW proceedings.
Against this backdrop, the need to find innovative solutions to streamline the EAW process and strengthen judicial cooperation at the European level is becoming increasingly apparent. The EuroLegalBot project encompasses several key elements, with a focus on optimizing the European Arrest Warrant (EAW) process.
The project
The project involves the development of an advanced chatbot [1], EuroLegalBot, equipped with sophisticated natural language processing (NLP) capabilities. This intelligent chatbot is designed to interact with practitioners working in the justice sector, including judges and prosecutors.
The project involves developing the Chatbot, testing it via a pilot deployment in the countries in the consortium, and finally drawing up a roll-out plan based on the results of the pilot. The total planned duration of the project is 24 months.
EuroLegalBot incorporates a comprehensive knowledge base containing relevant legal information, procedural guidelines and EAW-related case law, which is continually updated to reflect legislative developments.
EuroLegalBot prioritizes compliance with strict data protection regulations to ensure the confidentiality and integrity of sensitive legal information and to comply with the new AI law.
