The news at the end of 2024[1] and the beginning of 2025 are stark reminders that no place, no circumstance, no time of year – even those when people around the world are wishing each other happiness, good health and peace – is safe from an act of terrorism.

These reflections have led several expert associations, based in different European countries, to engage — under the auspices of the EEEI and drawing on their national experiences — in a joint reflection on the medical and compensatory support provided to victims of terrorist acts.

Objectives of the Conference

This conference offers a privileged space for interdisciplinary dialogue, fostering the convergence of European perspectives.

It will bring together field professionals from the health and security sectors, as well as representatives of victims’ associations and European institutions. By highlighting the richness of cross-disciplinary collaboration, grounded in the experience of all participants, it will contribute to a better understanding of trauma related to terrorism and to the development of more effective and coordinated responses.

Program Highlights

The plenary session will focus on the evaluation and compensation of victims, providing a framework for reflection on existing mechanisms among EU Member States and the challenges related to their harmonization, accessibility, and effectiveness.

The thematic workshops will address:

  • The protection of the right to privacy,
  • The intervention and exposure of first responders,
  • The presentation of digital tools and innovative systems, including the virtual academy developed within the European project VR DIGIJUST, as well as ongoing work on the DIGITAL RIGHTS and EuroLegalBot projects.

This gathering will serve as a high-level discussion forum (see program), where participants—primarily from European countries affected by terrorist attacks—will share lived experiences, present case studies, and discuss best practices in prevention and intervention by:

  • Highlighting medical and financial support for victims of terrorism,
  • Exchanging useful information for victims’ associations,
  • Sharing specialized knowledge and expertise,
  • Showcasing Europe’s action in the fight against terrorism.

These are the main issues that will be addressed at this conference, which is being held at the Faculté de Droit et de Science Politique in the city of Nice on 24 and 25 October 2025.
