Can you tell us about AICEF?

AICEF is a Non-Profit Association made up of specialists who work as forensic experts in criminal and civil law, both Technical Expert and Expert Witnesses. After its constitution in July 2023, AICEF has no start the path to obtain recognition of legal personality and became a Recognized Association.

The mastery of the rules and compliance with the procedures and principles governing the process in the Italian Justice constitute the special competence, together with the technical matter, that characterize the figure of the AICEF Expert and, together with personal integrity, constitute the guarantee and the added value of quality offered by the members of our Association.

AICEF mission is to be the reference point for Italy of EEEI and to promote the observance and dissemination of good practices for technical advice as provided by the European Guide for Legal Expertise (EGLE – Rome, Oct. 2015) and the related proposal for a code of ethics, to contribute to the professional prestige of the forensic technical expert and to the ever-increasing quality of his work, maintaining close cooperation with judicial authority and public authority in the field of Justice of the exercise of the technical forensic profession as a reference point for Italy of the EEEI.

Why was the creation of the AICEF necessary, and what is the need in Italy?

The primary purpose of the Association is to represent expert consultants and experts in their dealings with the judicial authorities – civil and criminal courts – as well as the executive bodies of the Ministry of Justice.

The Association also aims to represent forensic experts who work for the Parties involved in judicial proceedings and who, as such, deal with the experts appointed by the Magistrate, both judging and investigating.

The experts associated with the AICEF guarantee a high level of technical and deontological preparation in the performance of the function performed by the Party or as an aid to the Judicial Authority.

The Association also aims to train professionals who have never yet performed the role of expert consultant, proposing a process of professionalization both in terms of technical preparation in the specific field and in terms of deontological rules.

In view of the importance assumed by procedural matters in Italian law, the Association also aims to train procedural experts, an element of guarantee for the parties, on which the work of the expert engaged in the judicial process is based.

The founding members of the AICEF, on the strength of their thirty years of experience and of the founding principles of the profession of forensic expert, wanted to create a point of aggregation and training of forensic experts, as well as a solid point of reference to which Judicial Authorities and Private Individuals can turn for the identification of auxiliaries trained and experienced in specific subjects.

For this reason, the Association proposes itself as a direct interlocutor and point of reference for the EEEI and with the European Community to provide its qualified contribution to the homogenization of the professions.

How do you become a member?

To become a member of our Association it is necessary:

  • to be a real specialist in your field and practice this profession as a Forensic Expert for at least three years with competence and fairness.
  • To be registered in the professional register corresponding to your area of competence for at least three years, if this registration is legally required to exercise the profession of expert
  • Not have been penalized or convicted or have received any sanction from the Professional Order or from the institution of which he/her has been or is a member.
  • have professional liability insurance covering the professional act of a forensic expert advisor

Applications are examined on the basis of educational qualifications, specialized training and specific professional updates, experience in the judicial field.
