The EuroLegalBot project continues to develop, having made significant progress, and is now entering a crucial phase: that of operational testing with legal practitioners.

Led by a European consortium and co-funded by the European Commission, this project aims to strengthen judicial cooperation in Europe, particularly in relation to the European Arrest Warrant (EAW), a key instrument in extradition proceedings within the European Union.

What is EuroLegalBot?

EuroLegalBot is a specialised conversational legal assistant designed to support legal professionals in analysing and utilising complex legal data.

The aim is clear: to make it easier to use the European Arrest Warrant, which is often difficult to navigate due to differences between national legal systems and the complexity of the procedures.

This is not a tool intended for the general public, but rather a system designed for institutional use, based on:

  • from validated and verified legal sources (legislation, case law, legal doctrine);
  • full traceability of responses;
  • use in a secure environment, including offline;
  • multilingual natural language interaction.

A project designed to meet a specific need

Despite the European Union’s progress in the area of judicial cooperation, the implementation of the European arrest warrant remains complex. Practitioners have to contend with:

  • the diversity of national legislation;
  • procedures that can sometimes be cumbersome;
  • differences in interpretation between Member States.

In this context, EuroLegalBot offers an innovative solution: to simplify, secure and standardise access to legal information.

The project is divided into five lots:

  • coordination and management;
  • compilation of the legal dataset;
  • development of the chatbot;
  • test and pilot phase;
  • communication and dissemination.

Tangible progress: from data sets to chatbots

The project has reached several key milestones:

  • a solid knowledge base;
  • the creation of a structured body of European law, incorporating legislation, case law and national practices.

This dataset forms the foundation of the system. Development of the chatbot is now well advanced. It is capable of:

  • answer complex legal questions;
  • to cross-reference data from several Member States;
  • produce summaries;
  • generate legal documents, including draft European arrest warrants.

Launch of user testing: a crucial step

The project is now entering a crucial phase: user testing.
This stage aims to put the tool through its paces in real-world scenarios and assess its practicality in professionals’ day-to-day work.

A large-scale trial

Around 180 practitioners (60 from each of France, Italy and Greece) will take part in the pilot phase.
They will test the chatbot over a period of several months in conditions similar to those of their day-to-day work.

A user-centred approach

Participants will be asked to:

  • ask the system about specific cases;
  • analyse the quality of the responses;
  • assess the legal validity of the findings.

The aim is to assess the system’s ability to produce reliable and actionable legal reasoning.

Continuous improvement

User feedback will enable:

  • to identify any errors or limitations;
  • to adjust the responses;
  • to expand the knowledge base.
