The EuroLegalBot project continues to develop, having made significant progress, and is now entering a crucial phase: that of operational testing with legal practitioners.

Led by a European consortium and co-funded by the European Commission, this project aims to strengthen judicial cooperation in Europe, particularly in relation to the European Arrest Warrant (EAW), a key instrument in extradition proceedings within the European Union.

What is EuroLegalBot?

EuroLegalBot is a specialized AI-based conversational legal assistant designed to support legal professionals (investigating judges and prosecutors, as well as criminal lawyers) in analyzing and leveraging complex legal case data, particularly in the use of European instruments for cross-border judicial cooperation.

The aim is clear: to make it easier to use the European Arrest Warrant, which is often difficult to navigate due to disparities between national legal systems and the complexity of the procedures.

This is not a tool intended for the general public, but rather a system designed for institutional use, based on:

  • officially validated and controlled legal sources (legislation, case law, doctrine);
  • full traceability of the sources used to generate the responses;
  • use in a secure environment, including offline;
  • multilingual interaction in natural language, both written and spoken.

A project designed to meet a specific need

Despite the European Union’s progress in the area of judicial cooperation, the implementation of the European arrest warrant remains complex. Practitioners have to contend with:

  • the diversity and disparities of national legislation;
  • procedures that can sometimes be cumbersome;
  • differences in interpretation between Member States.

In this context, EuroLegalBot provides an innovative response: simplifying, securing, and harmonizing access to legal information and to official legal sources (legislation, case law) that are regularly updated.

The project is divided into five lots:

  • coordination and management;
  • compilation of the legal dataset;
  • development of the chatbot;
  • test and pilot phase;
  • communication and dissemination.

Tangible progress: from data sets to chatbots

The project has reached several key milestones:

  • a solid knowledge base;
  • the creation of a structured body of European law, incorporating legislation, case law and national practices.

This dataset forms the foundation of the system. Development of the chatbot is now well advanced. It is capable of:

  • answer complex legal questions;
  • to cross-reference data from several Member States;
  • produce summaries;
  • generate legal documents, including draft European arrest warrants.

Launch of user testing: a crucial step

The project is now entering a crucial phase: user testing.
This stage, known as the “Pilot,” aims to confront the tool with real-life situations and to assess and strengthen its relevance through refinements derived from the day-to-day practice of professionals.

A large-scale trial

Approximately 150 practitioners (in France, Italy, and Greece) will take part in the pilot phase.
They will test the chatbot over several months under real conditions in their professional activities.

A user-centered approach

Participants will be invited to:

  • query the system on concrete cases;
  • analyze the quality of the responses provided;
  • assess the legal relevance of the results.

The objective is to verify the system’s ability to produce reliable and actionable legal reasoning.

Continuous improvement

User feedback will enable:

  • to identify any errors or limitations;
  • to adjust the responses;
  • to expand the knowledge base.

However, like any artificial intelligence technology, it may occasionally contain inaccuracies. As legal matters — particularly case law and legal doctrine — are complex and constantly evolving, some information may not be entirely up to date, particularly in less widely spoken languages or countries.
